LEGO set including guide dog

Does anyone know if the LEGO City Downtown Streetcar & Station 60423 is the first LEGO building set that includes a guide dog?

60292 - Town Centre from 2021 used the harness on the dog for what appears to be a non-sighted or partially sighted person.
